Digital Ministry reportedly discusses a cap on foreign internet traffic for Russians

Forbes reports that the ministry is considering routing all traffic from foreign domains through Roskomnadzor-installed equipment and limiting its volume. The idea has not been confirmed officially.

Russia’s Ministry of Digital Development is discussing a plan to send all traffic from foreign domains through TSPU, the technical means for countering threats, and to cap its volume. Meduza and Novaya Gazeta Europe reported this on 28 October, citing Forbes.

According to Forbes, the proposals could be added to a bill on reforming the telecommunications industry. The magazine’s sources include people at the ministry and in the IT industry, Meduza writes. Novaya Gazeta Europe says Forbes relies on three sources.

Under the proposal, the ministry could gain the right to restrict users’ access to foreign traffic once a set limit is used up. The size of the limit has not been determined, Novaya Gazeta Europe reports. TSPU is equipment that Roskomnadzor installs on telecom operators’ networks.

The information comes from Forbes’s anonymous sources, and both outlets retell that one report. The items available do not include an official comment from the ministry or confirmation that the measure will be included in the bill.
